Basic Energy Corp Gets DOE Nod for Mariveles Solar Plant

Basic Energy Corporation, a local energy project developer, announced it received a certificate of authority (COA) from the Department of Energy for its solar power project in Mariveles, Bataan.

This certificate enables the company to obtain the necessary permits and other legal documents for the project, as stated in a disclosure to the Philippine Stock Exchange last March 18.

The COA also allows Basic Energy to begin procurement activities before the 25-year term of its Solar Energy Operating Contract (SEOC) starts.

The SEOC is a service agreement between the government (through the Department of Energy) and a renewable energy developer that grants the developer exclusive rights to explore, develop, and utilize solar energy resources in a specific area for a defined period, including the operation of solar energy systems.

“With the COA secured, Basic Energy Corporation will now move forward with the next steps in the development process. This includes obtaining approvals from relevant national agencies and local government units, as well as conducting a System Impact Study in collaboration with the National Grid Corporation of the Philippines (NGCP),” the company said

The System Impact Study (SIS) evaluates the power grid’s ability to accommodate a new generator or power plant. The study also identifies any necessary upgrades, such as new transmission lines, transformers, or substations.

The Mariveles Solar Power facility in Bataan will cover around 72 hectares. A preliminary assessment by a third-party firm estimates the facility will produce a peak output of at least 62 megawatts (MWp).

Basic Energy is developing a 50-megawatt (MW) wind power project in Mabini, Batangas, through its joint venture company, RDG Wind Energy Corporation. The company recently signed a joint development and shareholders’ agreement with Japanese renewable energy company Renova, Inc.

The P5-billion wind farm covers 4,860 hectares in Mabini, Batangas, and is expected to be completed and operational by 2028.

“In the next five years, [we aim] to build a portfolio of around 500 megawatts in wind and around close to 500 or 500 megawatts also in solar,” Oscar L. de Venecia, Jr., vice-chairman and CEO of Basic Energy, shared with BusinessWorld.

Basic Energy has business interests in renewable energy, alternative fuels, and oil and gas exploration and development.
