DOE approves 11 new energy projects for grid impact studies

  • February 28, 2025

Last January, the Department of Energy (DOE) endorsed 11 new power generation projects with a combined capacity of 4,500 megawatts (MW) to the National Grid Corporation of the Philippines (NGCP) for Systematic Impact Study (SIS) approval.

The SIS evaluates the power grid’s capacity to accommodate a new generator or power plant. It also identifies the required modifications such as additional transmission lines, transformers, or substations.

Of the 11 projects issued SIS endorsements, two are amendments and nine are new applications. Six projects are classified as renewable energy (RE), four as energy storage systems (ESS), and one as conventional energy. The RE projects range from pumped storage hydroelectric power to offshore wind, while the conventional energy project is a circulating fluidized bed (CFB) coal-fired power plant.

The Maton Pumped Storage Hydroelectric Power Project in the province of Apayao has the largest capacity at 2,000 MW. It is a project of Pan Pacific Renewable Power Phils. Corp., a subsidiary of the Philippine Geothermal Production Company (PGPC) under SM Investments Corporation (SMIC).

Meanwhile, the Mat-i 1 Hydroelectric Power Project of Philnew Hydro Power Corporation (PHPC) in Misamis Oriental has the lowest capacity at 5.82 MW.

San Roque Hydropower Inc. (SRHI), a subsidiary of San Miguel Global Power Holdings, received endorsements for two pumped storage hydroelectric (PSH) power projects in Benguet, each with an installed capacity of 800 MW.

Airstream Renewables Corp. (ARC), a subsidiary of NexGen Energy, secured approvals for three of its wind power projects in Quezon province: the 200-MW Real Offshore Wind Farm Project, the 100-MW Silang Maragondon Wind Farm Project, and the 40-MW Pandan Labayat Wind Farm Project.

Northmin Renewables Corporation’s 200-MW Misor wind power project in Misamis Oriental was also endorsed for SIS, together with Gemini Wind Energy Corporation’s 304-MW wind farm, EcoSolar Energy Corporation’s 20-MW/30-megawatt-hour Panitan Battery Energy Storage Project in Capiz, and the 82-MW CFB Coal-Fired Power Plant of Toledo Power Company in Cebu.

Once these power generation projects pass the SIS assessment, they will move on to final approval, followed by construction and eventual grid integration.
