Malampaya Breakthrough: New Gas Strike Bolsters PH Energy Security Amid Global Fuel Turmoil

President Ferdinand Marcos Jr. has announced a new gas discovery at the Camago-3 well in the Malampaya field, marking a significant boost to the Philippines’ domestic energy supply and reinforcing efforts to shield consumers from volatile global fuel prices.

Located offshore Palawan, the Camago-3 well is part of the $893-million Malampaya Phase 4 development led by Enrique Razon’s Prime Energy Resources Development B.V. Drilling and testing have confirmed production potential of up to 60 million standard cubic feet of gas per day.

Marcos described the development as the second major milestone under the ongoing expansion campaign, noting that the well contains substantially larger reserves than earlier discoveries.

Landmark Discovery

“Camago-3 holds an estimated 2.5 times more recoverable gas than the Malampaya East-1 discovery,” the President said in a video statement.

The Camago-3 find builds on the Malampaya East-1 well discovered earlier this year, which was the first new gas find in the area in over a decade. Combined, the two wells are expected to extend the operational life of the Malampaya gas field by around six years.

Prime Energy said the Camago-3 well alone effectively doubles the volume of gas that can be produced from the field’s remaining reserves, underscoring continued resource potential within the service contract area.

Stabilizing Power Costs

The government emphasized the economic advantages of expanding domestic gas supply, particularly as electricity costs remain sensitive to global fuel prices.

Marcos highlighted that Malampaya gas is significantly cheaper than imported liquefied natural gas (LNG), with generation costs estimated at around ₱4.80 per kilowatt-hour compared to roughly ₱10.30 per kilowatt-hour for LNG.

“Every unit of power we generate from Malampaya instead of imported fuel is money saved by households, by small businesses, by every Filipino who pays an electricity bill,” he said.

Prime Energy echoed this, noting that maximizing indigenous gas resources provides a “vital shield” against global price volatility while supporting a more stable and reliable power supply for the Luzon grid, which currently relies on Malampaya for about 20 percent of its electricity.

Infrastructure Expansion

Beyond the discovery itself, the Malampaya Phase 4 project includes new subsea infrastructure to bring additional gas supply online. For the first time since 2000, new underwater pipelines are being laid to connect the new wells to existing facilities.

The consortium is composed of Prime Energy, UC38 LLC, Prime Oil & Gas Inc., and PNOC Exploration Corporation. It aims to deliver first gas from the expansion by the fourth quarter of 2026.

Prime Energy said the project remains on track, citing strong collaboration between government and industry as well as what it described as “top quartile” performance in execution.

“Delivering results of this scale in less than three years since the renewal of SC 38 is an amazing achievement,” the company said.

Strategic Response To Energy Risks

The timing of the discovery is seen as critical, as the country grapples with rising fuel costs linked to geopolitical tensions in the Middle East. The ongoing conflict involving the United States, Israel, and Iran has disrupted supply chains and driven up global oil prices, prompting the government to declare a national energy emergency.

Marcos underscored the strategic importance of developing indigenous energy resources amid these uncertainties.

“This is indigenous energy. It is ours. This is our future. And it is how we protect every Filipino from the burden of rising global fuel prices,” he said.

The Department of Energy has warned that the existing Malampaya reserves could be depleted by 2027, making new discoveries essential to sustaining domestic supply and reducing reliance on imports.

Next Exploration Target

Exploration efforts are continuing, with the next drilling target lined up in the Bagong Pag-asa well, located about 30 kilometers north of Malampaya. If successful, it could further expand the country’s gas reserves and extend the life of the Malampaya system.

The Malampaya project, which has generated more than $14 billion in government revenues since its inception, has been designated a Project of National Significance, reflecting its central role in the country’s energy security strategy.

With new reserves confirmed and additional exploration underway, the latest developments signal a renewed push to secure long-term, locally sourced energy amid an increasingly uncertain global fuel landscape.
