Meralco, AFP Reserve Team Up to Boost Disaster Response and Energy Resilience

  • May 14, 2025

The Manila Electric Company (Meralco), led by Manuel V. Pangilinan, has partnered with the Armed Forces of the Philippines Reserve Command (AFPRESCOM) to enhance disaster preparedness and energy resilience through the formation of a military reservist unit.

Under a newly signed memorandum of agreement (MOA), the two parties will establish the Meralco AFP Affiliated Reserve Unit. This initiative will enable the military to draw on Meralco’s expertise in power distribution and infrastructure, especially in energizing critical facilities during emergencies.

The partnership also aims to strengthen the country’s defense and disaster response by supplementing military manpower and resources during local and national crises. As the country faces growing environmental risks and security challenges, the collaboration is expected to deliver meaningful benefits to the public and Meralco’s over eight million customers.

“This partnership is about ensuring energy resilience whether in times of natural calamities or manmade challenges,” said Froilan J. Savet, Meralco First Vice President and Head of Networks, during the MOA signing.

A shared mission of public safety

At the heart of the partnership is a shared commitment to disaster preparedness and national security. The creation of the Meralco AFP Affiliated Reserve Unit not only boosts Meralco’s operational readiness but also reinforces its role in supporting public safety.

Through this initiative, military reservists will work alongside Meralco personnel to help secure and maintain the functionality of critical power infrastructure during emergencies.

“This only means that the task in handling or addressing the national security issues of our country is not only in the hands of a few, but is a shared responsibility by all,” said Brig. Gen. Ferdinand Geminic P. Ramirez, commander of AFPRESCOM.

For the public, this partnership means a stronger response to disasters. With trained reservists on standby, the chances of quick power restoration after natural calamities are significantly improved. This is especially crucial in a country vulnerable to typhoons and earthquakes, where power outages can disrupt daily life.

For Meralco customers, the collaboration promises enhanced electricity supply reliability. With better emergency response systems in place, consumers can expect faster recovery times during outages caused by disasters. This reliability is essential, particularly for households and businesses that depend on consistent electricity.

Moreover, the partnership fosters a sense of community. Knowing that their electricity provider is actively involved in national defense and emergency preparedness can increase public confidence. Consumers can feel more secure, knowing Meralco is ready to tackle challenges head-on.

Meralco Executive Vice President and Chief Operating Officer Ronnie L. Aperocho emphasized that the initiative provides a platform for employees to contribute to national service while maintaining their roles in the company.

“Through this partnership, we can elevate Meralco’s emergency preparedness and disaster response capabilities. Rest assured that Meralco will not only keep the lights on, we stand ready to support the AFP and the Filipino people whenever we are needed,” Aperocho added.
