Prime Infra Partners with Mace to Deliver $7.5B Hydro Projects

Prime Infra Partners with Mace to Deliver $7.5B Hydro Projects

  • March 27, 2025

Prime Infra has signed a project management agreement with global consultancy and construction firm Mace for Prime Infra’s 600-megawatt (MW) Wawa and 1,400-MW Pakil pumped storage hydroelectric power projects.

“Under the agreement, Mace will establish a structured project management office (PMO) framework to augment the efficiency, governance, and execution of Prime Infra’s existing management structure for the two large-scale pumped storage projects,” the Razon-owned infra developer and operator said in a statement.

Critical to energy security

The two projects, with a combined investment of $7.5 billion, received certificates of energy project of national significance (CEPNS) for their potential contribution to energy grid security.

“Delivering the Wawa and Pakil projects on schedule is critical to meeting the country’s energy needs. Mace’s proven expertise in project management enhances both the efficiency and structure of our existing execution processes,” Prime Infra President and CEO Guillaume Lucci said.

The Wawa Pumped Storage Hydroelectric Power Project, expected to begin commercial operations in 2029, will have a daily storage capacity of 6,000 megawatt-hours (MWh) and a generating output capacity of 600 MW.

The Pakil Pumped Storage Hydroelectric Power Project in Laguna will have a daily storage capacity of 14,000 MWh and a generating output capacity of 1,400 MW. Once completed, it will be one of Asia’s largest pumped storage plants. Operations are scheduled to start by 2030.

Pumped storage hydropower plants store extra energy during low demand and release it when demand increases, helping to maintain grid stability. They are designed to work alongside renewable energy sources like solar and wind, providing a consistent power supply while lowering dependence on fossil fuels.

“This partnership reflects our commitment to supporting the development of more resilient and sustainable infrastructure in the Philippines and wider Asia Pacific region,” Mace Consult CEO Davendra Dabasia said.

“We began discussing the scale and complexity of these projects with Prime Infra a year ago, and I am looking forward to seeing this partnership continue to develop and successfully deliver one of the country’s most critical infrastructure programs,” Dabasia continued.
