BCDA and Japan Partner for Digital Growth and Green Energy

The Bases Conversion and Development Authority (BCDA) has signed three memoranda of understanding (MoUs) with the Japanese government and private sector partners to advance projects in renewable energy, digital connectivity, and sustainable development. The agreements were formalized during a four-day mission to Tokyo, culminating in a signing ceremony at the Philippine Embassy on Sept. 30.
Generating energy from waste
One of the initiatives is a waste-to-energy (WTE) project planned for New Clark City in Capas, Tarlac. The agreement with Japanese engineering firm Kanadevia Corporation will cover preliminary feasibility studies for the facility.
“This project aligns with the BCDA’s goal of transforming New Clark City into a green and resilient metropolis by introducing sustainable solutions and fostering a circular economy,” the BCDA said in a statement.

Expanding high-speed internet access
The BCDA also entered into partnerships with Japanese telecommunications companies IPS Inc. and InfiniVAN Inc. The collaboration aims to maximize the use of the BCDA’s information and communications technology (ICT) assets in the Poro Point Freeport Zone in La Union and other BCDA-managed areas.
These projects aim to support the Luzon Bypass Infrastructure Program (LBIP) by expanding high-speed internet access to underserved communities. The LBIP was launched to build and operate submarine cable landing stations across Luzon and link them via a 250-kilometer cable corridor.
By leveraging Japanese expertise and BCDA’s infrastructure, the collaboration seeks to ensure that “high-speed internet connectivity reaches local communities and benefits Filipinos.”

Financing a greener future
The BCDA also forged a partnership with the Japan Bank for International Cooperation (JBIC) to explore projects that promote energy transition, environmental sustainability, and social development.
JBIC is a policy-based financial institution that provides loans, investments, and guarantees to supplement private sector financing, particularly for projects that advance sustainable growth in Japan and the global economy.
JBIC will also consider providing strategic funding for BCDA projects and work to strengthen connections with Japanese businesses interested in investing in green infrastructure.

A step forward in sustainable development
The partnerships mark a step forward in sustainable development across the agency’s economic zones while also benefiting local communities.
“With our Japanese partners, we are advancing projects that tackle waste management through renewable energy, strengthen digital connectivity for communities, and promote sustainable development in our economic zones,” BCDA President and Chief Executive Officer Joshua M. Bingcang said.
He added that the benefits will extend beyond infrastructure. “More than infrastructure, these collaborations will deliver direct benefits to Filipinos by creating jobs, attracting investments, and improving quality of life,” he continued.
By securing Japanese expertise and investment, BCDA is positioning its economic zones as modern, sustainable hubs that combine environmental stewardship, digital inclusion, and long-term competitiveness. The agreements highlight growing cooperation between the Philippines and Japan for a resilient, future-ready infrastructure.
