Philippines Taps Swedish Expertise To Accelerate Clean Energy And Industrial Growth

The Philippines and Sweden are exploring expanded cooperation in renewable energy, manufacturing, and digital technologies as both countries seek to boost investments, create more jobs, and strengthen long-term economic ties.

The Department of Finance (DOF) said discussions during a June 9 meeting between Finance Secretary Frederick Go and a visiting Swedish delegation centered on attracting high-impact investments that can support employment generation while enhancing the country’s economic competitiveness.

Go said the Marcos administration is prioritizing investments that deliver tangible economic benefits, particularly those that create jobs for Filipino workers and support the modernization of key industries.

“What we are pushing for is job creation. We welcome manufacturing investments because they have the capacity to create many jobs for the country’s highly skilled labor force,” Go said.

Manufacturing And Clean Energy In Focus

The finance chief underscored the government’s push to revitalize the country’s industrial base, identifying manufacturing as a critical sector for generating stable employment opportunities and supporting long-term economic growth.

Beyond manufacturing, Go highlighted opportunities in renewable energy and clean technologies as the Philippines accelerates efforts to diversify its energy mix and strengthen energy security. He also pointed to digital industries, including artificial intelligence (AI) and cybersecurity, as emerging areas where foreign investments could help drive innovation and improve productivity.

The discussions reflect the government’s broader strategy of attracting investments that not only provide immediate economic gains but also contribute to building a more resilient and technology-driven economy.

Swedish officials, for their part, expressed interest in expanding collaboration with the Philippines, particularly in areas where Sweden has developed significant expertise.

Renewable Energy Expertise

Johan Lennefalk, Sweden’s trade commissioner to the Philippines, highlighted the country’s experience in renewable and fossil-free energy systems, noting that Swedish institutions and companies are already involved in initiatives related to advanced clean energy technologies.

“In energy, of course, we are mostly fossil-free. We are working with the Swedish Energy Agency on various technologies, including floating offshore wind as well as integrated wind and solar solutions,” Lennefalk said.

He added that Sweden hopes to see actual project installations in the future, noting that several companies are already participating in related initiatives.

The potential collaboration comes as the Philippines seeks to increase renewable energy capacity and attract international partners capable of supporting the development of new technologies. Floating offshore wind, in particular, has gained attention as a promising resource for the country due to its extensive coastline and favorable wind conditions.

Integrated wind and solar systems could also help improve energy reliability while supporting the country’s transition toward cleaner power generation.

Opportunities For Investment

Aside from energy and manufacturing, both sides identified several sectors where stronger cooperation could yield economic benefits.

Go cited healthcare, agriculture, food security, electronics, mineral processing, and services as industries with strong potential for future investment and collaboration. These sectors are expected to play an important role in supporting economic expansion while creating additional employment opportunities.

The discussions also touched on ways to improve the business environment and facilitate investment projects.

Swedish Ambassador to the Philippines Anna Ferry expressed support for efforts aimed at streamlining administrative processes, particularly those involving grants and project approvals.

Ferry said continued improvements in grant-processing procedures would help encourage more investments and enable the faster implementation of development initiatives.

Strengthening Economic Ties

The meeting underscored the growing interest of both countries in deepening bilateral economic relations through innovation, sustainability, and investment cooperation.

For the Philippine government, partnerships with countries possessing advanced technology and strong industrial capabilities are viewed as key to accelerating economic transformation and improving competitiveness. For Sweden, the Philippines presents opportunities for collaboration in sectors aligned with sustainable development and green growth.

As discussions continue, both governments signaled their commitment to pursuing initiatives that can expand investment flows, support innovation, and create quality jobs for Filipinos while advancing shared goals in clean energy and sustainable economic development.
