Renewables Are Rising. How will the Philippines Keep Power Affordable and Reliable?

The Philippines is entering a new phase of its energy transition. While renewable energy (RE) capacity continues to expand, recent grid alerts have highlighted a critical question: can the country build enough supporting infrastructure to keep electricity reliable and affordable?

For decades, power systems relied on dispatchable and conventional sources such as coal and natural gas to provide steady electricity and predictable supply. But the rise of variable RE has introduced new challenges, as generation can fluctuate with weather conditions even when demand remains constant.

As a result, modern power markets are increasingly placing greater value on flexibility, storage, and grid-balancing services. The key challenge is no longer only generating enough electricity, but ensuring that power systems can remain stable and responsive in real time.

As the shift toward green energy accelerates, experts highlight several key elements needed to build a reliable and sustainable power system.

Energy Storage

Despite having a dependable capacity of 27,927 MW against a peak demand of around 19,000 MW in 2025, the Philippines still experienced yellow and red alerts. This is largely because excess daytime solar generation cannot be stored and shifted to the evening peak, underscoring the need for large-scale energy storage.

The global shift toward RE is creating a new challenge for power systems: managing the growing amount of clean electricity that cannot be used. As solar and wind capacity expands, grid operators are increasingly forced to curtail generation when supply exceeds the system’s ability to absorb, transmit, or store excess power.

The International Hydropower Association (IHA) described rising curtailment as a warning that clean energy growth must be supported by stronger grids and storage. “The world is building clean generation at a rapid rate… but now that rate must be matched by building the infrastructure needed to use it or to store it,” said IHA Chief Executive Eddie Rich.

For a country with growing solar and wind capacity like the Philippines, storage can help manage periods when renewable output drops or exceeds demand.

The Caliraya-Botocan-Kalayaan (CBK) complex is considered one of the Philippines’ most promising large-scale energy storage assets. Unlike conventional hydropower plants, its pumped-storage capability allows it to store excess electricity by moving water to higher reservoirs during periods of low demand, then release it to generate power when the grid needs additional supply.

Pumped-storage facilities have long served as grid stabilizers, providing flexibility before modern battery technologies became widespread. However, projects like CBK are difficult to replicate due to limited suitable locations, complex permitting requirements, and significant capital costs, making them valuable long-term assets in a changing energy landscape.

Transmission Upgrades

In the Philippines, grid integration remains a major challenge due to the country’s geography and fragmented power system. Luzon, Visayas, and Mindanao operate as separate grids, each facing its own supply and demand challenges.

Additionally, many RE projects are located far from major demand centers, requiring new transmission lines and stronger connections to deliver electricity. However, securing right-of-way permits and constructing high-voltage infrastructure can take years, adding delays and costs to projects.

A modernized grid is also essential for maintaining stable electricity access as more variable sources such as solar and wind enter the system. Unlike conventional power plants that can adjust output based on demand, renewable generation depends on weather conditions. This requires additional support services, including frequency regulation and reserve power, to keep electricity supply balanced.

According to the International Energy Agency (IEA), low-emission sources such as renewables and nuclear power are on track to supply 50% of global electricity by 2030. However, the rapid expansion of clean energy is being challenged by insufficient grid infrastructure.

More than 2,500 gigawatts (GW) of RE and storage projects worldwide remain in grid connection queues due to limited transmission capacity. The situation highlights a growing reality of the energy transition: adding more clean generation must go hand in hand with building stronger, more flexible power networks capable of delivering electricity reliably.

Firm and Reliable Generation

The Philippines also faces the challenge of meeting rising electricity demand. As industries expand and more sectors become electrified, the country must add new capacity while simultaneously transforming the grid to accommodate cleaner sources.

While the country’s push for more RE has increased generation capacity, the grid alerts in May highlighted a persistent challenge: ensuring enough dependable power is available when demand peaks.

The National Grid Corporation of the Philippines (NGCP) said most red alerts recorded over the past decade were caused by insufficient generation supply. Between 2016 and 2025, 235 out of 240 red alerts were linked to generation-related issues.

While the country has added 4,046 MW of new installed capacity, including 3,544 MW of solar and 502 MW of wind, supply concerns remain. RE capacity does not always translate to equivalent dependable power. Solar and wind have lower capacity factors, averaging around 16% and 33%, respectively. This means 1 MW of installed renewable capacity does not deliver the same consistent output as dispatchable sources such as coal, geothermal, and conventional hydropower.

Rappler columnist Den Somera warned that intermittent RE can create challenges during periods of high demand. “In a state of emergency, the intermittent nature of renewables becomes a liability. High-efficiency coal plants provide a stable, 24/7 supply of electricity that prevents the widespread rolling blackouts that would otherwise devastate the economy,” he wrote.

As the Philippines moves toward a cleaner energy mix, experts emphasize that power system resilience must remain central to the transition.

Improved Distribution Services

While power generation often dominates energy discussions, electricity distribution is equally vital in energy security. Electric cooperatives (ECs), responsible for delivering electricity to millions of consumers, continue to face persistent challenges in reliability, efficiency, and modernization.

A major concern is underinvestment in distribution infrastructure. A study by the Institute for Contemporary Economics (ICE) found that seven ECs in Panay and Guimaras spent only ₱2.38 billion of their ₱10.52 billion programmed capital expenditure from 2022 to 2024. Much of the released funds went toward routine maintenance, leaving fewer resources for upgrading substations, distribution lines, and protection systems needed to improve reliability.

Governance and procurement issues have also raised concerns over how some ECs manage consumer costs. For instance, the Oriental Mindoro Electric Cooperative’s (ORMECO) reliance on more expensive emergency power providers contributed to higher electricity rates. Other cases, including power supply disputes in Siquijor, service problems in Malapascua, and regulatory penalties against Isabela II Electric Cooperative (ISELCO II), highlight how weak planning and contract management can directly affect consumers.

Financial and leadership controversies have further challenged public trust. Cases involving alleged misuse of funds and governance disputes have prompted calls for stronger oversight and accountability within ECs.

Without modernization and stronger management, poorly performing ECs risk undermining energy security, driving up costs, and limiting economic growth in the communities they serve.

Keeping Power Reliable and Affordable

In President Ferdinand Marcos Jr.’s State of the Nation Address (SONA) on July 27, making electricity more affordable emerged as a key priority. He urged Congress to amend the Electric Power Industry Reform Act (EPIRA) to prevent system loss charges, including the value-added tax imposed on them, from being passed on to consumers. 

The President also pushed for the swift passage of the proposed Sariling Kuryente Act, which aims to make it easier and less costly for households to install rooftop solar panels and battery storage systems, enabling more Filipinos to generate their own electricity and reduce their power bills.

However, lowering electricity costs requires more than reducing charges or expanding consumer access to renewable energy. It also requires building a power system capable of integrating new energy sources while maintaining reliability and affordability. While the Philippines’ shift toward RE is an important step toward a more sustainable and secure energy future, the transition is not without challenges. Expanding renewable capacity requires more than adding solar and wind projects; it demands investments in storage, transmission, dependable generation, and distribution systems.

Without these critical components, the country risks failing to capture the full benefits of RE while absorbing the costs of an unprepared power system. Higher electricity prices, supply disruptions, and grid instability could undermine economic growth and affect the quality of life of Filipino consumers.

As the Philippines seeks stronger economic growth and improved living standards, energy security and affordability must remain at the center of its strategy. A successful transition delivers cleaner power without compromising the reliability and affordability that consumers and businesses depend on. Building the right foundation today will ensure that RE becomes a long-term solution rather than a new source of energy challenges.
